Deaf and Hard of Hearing BLOG

I have been asked to provide a blog for the D & HoH and I have done so.
The problem is I know nothing about Blogging ! ! ! !

Does the BLOG have to be Moderated (Managed) If so I will Moderate the Blog?
Does all input have be approved before published?

So please HELP me.
